One of the oldest international organizations which aims at enhancing cooperation in Europe by promoting human rights and democracy   and it was founded by 10 constituent states (Belgium, Denmark, France, United Kingdom, Sweden, Norway, Italy, Nederland, Ireland, Luxemburg) under London Agreement. Main purpose of Council of Europe is to create a democratic environment and legal system in Europe. The council tries to attain its goals through European Convention on Human Rights and other similar documents. The centre of Council of Europe, which is an international organization comprising 47 member states in Europe, is in Strasburg in France.

By relying on the fact that human rights and supremacy of law, tolerance are pillars of a civilized nations, the Council exerts to find mutual solutions for serious crimes such as terrorism, organized crimes, corruption, cyber crimes, biotic cloning, violence against women and children, human trafficking.
The council operates through independent organizations and people such as committee of ministers, Parliamentarian Assembly, European Local and Regional Authorities Congress, European Court of Human Rights, Human Rights Committee, Non-Governmental Organization Conference, Secretary General and Secretariat. Each of them has significant role in implementing actions.

USA, Japan, Canada, Vatican and Mexico have the status of observer in Council of Europe. Israel, Canada, Mexico have the status of observer in Council of Europe Parliamentarian Assembly.

Council of Europe’s objectives are to secure and strengthen human rights, supremacy of law and principle of pluralistic democracy  and search for solutions to minority groups,  racism, intolerance and xenophobia, social exclusion, narcotic substance, environmental problems and contribute to development cultural identity of Europe.

Council of Europe implements above mentioned objectives usually through conventions or protocols. In other words, Conventions are foundation stone of Council of Europe. Council of Europe has over 210 Conventions and Protocols. Protocols and Conventions all serve for the purpose of harmonizing member states’ regulations to maintain a common norm and European Justice System. Main Conventions of Council are European Convention on Human Rights, European Social Charter, European convention against torture and other cruel, inhuman or degrading treatment or punishment, Cyber Crime Convention, The European Convention on Human Rights and Biomedicine, European Convention on Action against Trafficking in Human Being, the European Convention on the Prevention of Terrorism, Local Administrations European Convention, Anti-doping Convention, Convetnion on Crossborder Cooperation between Local Communities or Authorities, the European Charter for Regional and Minority Languages, Convention on the Conservation of European Wildlife and Natural Habitats , Framework Convention for the Protection of National Minorities.
