European Committee on Legal Co-operation

The European Committee on Legal Co-operation (CDCJ) is an inter-governmental body, set up in 1963 under the auspices of the Committee of Ministers, which is responsible for the standard-setting activities of the Council of Europe in the field of public and private law.

The CDCJ's main role is to draw up standards commonly accepted by the 47 member states and to foster legal co-operation among them.

The CDCJ is composed of representatives of all member states - principally from the ministries of justice - who meet once a year at the headquarters of the Council of Europe in Strasbourg (France).
The work of the CDCJ includes:

- the planning, supervision and organisation of the work, colloquies and conferences;

- the preparation and adoption of draft conventions, agreements, protocols or recommendations;

- the evaluation of these standard-setting activities;

- the adoption, for the Committee of Ministers, of opinions on legal matters coming within its competence;

- the adoption, for the Committee of Ministers, of proposals for the programme of activities of the CDCJ;

- the promotion and the facilitation of the functioning and implementation of the international instruments coming within its field of competence;

- the promotion and the facilitation of co-operation and understanding between member states;

- the preparation, in co-operation with the European Committee on Crime Problems (CDPC) and the Steering Committee for Human Rights (CDDH), of Council of Europe Conferences of Ministers of Justice, and, as appropriate, the follow-up of any decision taken by the Committee of Ministers subsequent to Conferences;

- the contribution to standard-setting work in respect of the protection of personal data and the right to private life, in close association with other relevant Council of Europe bodies.

MEETINGS:
The Committee on Legal Co-operation and Experts Committee of Family Law have been holding meetings on following matters in the last 5 years:

  • 81st general assembly of Committee on Legal Co-operation was carried out between 22-24 March 2006 in Strasburg and Aykut Kılıç who was Director General of The General Directorate of International Law and Foreign Relations joined the meeting.
  • 82nd  general assembly of Committee on Legal Co-operation was carried out between 26th February-01st  March 2007 in Strasburg and Bilal Çalışkan who was Deputy Director General of The General Directorate of International Law and Foreign Relations joined the meeting.
  • 84th general assembly of Committee on Legal Co-operation was carried out between 06-09 October 2009 in Strasburg and Tuğçe Takcı who was Rapporteur Judge of The General Directorate of International Law and Foreign Relations joined the meeting.
  • 84st Bureau meeting of Committee on Legal Co-operation was carried out between 14-18 June 2010  in Strasburg and Bilal Çalışkan who was Deputy Director General of The General Directorate of International Law and Foreign Relations joined the meeting. In this meeting they touched upon subjects related to preparation studies of 30th Conference of European Justice Ministers which was held between 24-26 November 2010 in İstanbul. Recommendations coming from CEPEJ in terms of ‘Transparent and effective Justice’ which was the subject of the conference and draft documents of recommendations which were planned to be approved after the Conference of European Justice Ministers were submitted to Bilal Çalışkan who was Deputy Director General of The General Directorate of International Law and Foreign Relations.
  • 36th Assembly of European Council Experts Committee of Family Law was carried out between 15-17 November 2006 in Strasburg and Abdullah Cebeci who was Deputy Director General of The General Directorate of International Law and Foreign Relations joined the meeting. Topic of the meeting was new draft convention which was thought to replace 1967 European Convention on the Adoption of Children.
  • 37th Assembly of European Council Experts Committee of Family Law was carried out between 28-30 November 2007 in Strasburg and Talip Aydın who was Rapporteur Judge of The General Directorate of International Law and Foreign Relations joined the meeting.
38th Assembly of European Council Experts Committee of Family Law was carried out between 17-20 March 2009 in Strasburg and Seda Türkan Manav who was Rapporteur Judge of The General Directorate of International Law and Foreign Relations joined the meeting.
