The requests for service of documents received from foreign countries are executed in accordance with the Law and Regulation on Service of Documents. In addition, in the event that there are bilateral and multilateral agreements between our country and foreign countries entered into effect, the provisions of these agreements are taken into consideration. When there are not any bilateral or multilateral agreements, international service proceedings are executed under the mentioned legislation within the framework of Principle on International Mutual Assistance.
The following proceedings are executed by the Bureau of Service of Civil Documents:

  1. Sending the service documents received from Civil Courts, Bailiff’s Offices and Notaries (if any, lacks are completed) to the relevant Consulates, Embassies and Central Authorities for servicing the addressees abroad,
  2. Executing the required proceedings after receiving the responses to the document sent to abroad for service from Consulates, Embassies and Central Authorities and informing the requesting Court, Bailiff’s Office and Notary,
  3. Ensuring the execution of the service by publication through Consulates and Embassies to the addressees who have been sent service of documents received from Civil Courts, Bailiff’s Offices and Notaries but not been found at the address or whose address has not been able to be found (searching for the newspapers for the service by publication, inquiring about the publication cost, informing the court and after the acceptance of the cost ensuring the publication), informing the Courts about the result,
  4. Sending the service document received from the Foreign Courts, Central Authorities and Ministry of Foreign Affairs (if any, lacks are completed) to the Prosecutor’s Office in the address of the addressee in order to execute the service,
  5. Informing the Foreign Courts, Central Authorities and Ministry of Foreign Affairs about the result of the proceedings concerning the document sent to the Prosecutor’s Office in order to execute the service,
  6. Responding the applications of Information Center of Prime Ministry concerning the service of documents,
  7. Responding, in written form or by e-mail, the questions concerning service of documents received via e-mail,
  8. Expressing written opinion concerning the request on service of documents received from Chief Public Prosecutor’s Offices, Courts, Bailiff’s Offices, Notaries and Lawyers.

Under the governance of Deputy Director General, Head of Department and Rapporteur Judge; the Bureau of Service of Civil Documents is consisted of one branch manager, one chief officer and eighteen civil officers.
